The Saber Program

The SABER Program

The Presidential Enabling Business Environment Council (PEBEC) is driving reforms to unblock constraints in the business environment for micro, small, and mediumsized enterprises (MSMEs) in Nigeria.


Through the State Action on Business Enabling Reforms (SABER) program, the PEBEC Secretariat and World Bank Country Office are also leveraging incentives to build the capacities of States. This is aimed at improving the business environment.


The SABER Program is a 3-year performance-based intervention jointly designed by the World Bank Technical team and the PEBEC Secretariat to incentivise and strengthen the implementation of business-enabling reforms across Nigeria through incentives.


The SABER program comprises five (5) Result Areas (RA) and eight (8) Disbursement Linked Indicators (DLIs). In order to achieve the Prior Results, Nasarawa Investment and Development Agency engaged extensively with Chief Executives, Technical Officers, and Reform Champions from business-related MDAs in the state with a view of equipping them to initiate the required reforms to improve the state's business climate.

It further gives expression to the Ease of Doing Business (EoDB) mandate articulated in the Economic Recovery and Growth Plan (ERGP).”The programme was subsequently retained in the National Development Plan (NDP), aimed at generating 21 million full-time jobs and lifting 35 million people out of poverty by 2025, according to Oduwole.

In today's rapidly changing global landscape, Governments and businesses alike recognize the need for continuous improvement and adaptation. A thriving business environment requires proactive policies and reforms that foster innovation, competitiveness, and sustainable economic growth. To achieve this, a well-defined Business Enabling Reform Action Plan is essential. This plan outlines a comprehensive framework for Governments to facilitate a business-friendly environment, drive economic development, and attract investment.


The primary objectives of the Business Enabling Reform Action Plan are as follows:

1. Stimulate Economic Growth: Promote sustainable economic growth by creating a conducive business environment that attracts domestic and foreign investment.

2. Enhance Competitiveness: Foster competition and innovation to drive business efficiency, leading to improved productivity and competitiveness.

3. Simplify Regulatory Frameworks: Streamline and simplify regulations and administrative processes to reduce bureaucratic barriers and compliance costs.

4. Ensure Transparency: Promote transparency in Government procedures, regulations, and decision-making processes to build trust and confidence among businesses.

5. Strengthen Institutional Capacity: Invest in the development of public institutions, enhancing their capacity to support businesses effectively.

6. Promote Sustainability: Encourage responsible business practices and sustainability initiatives that benefit both businesses and society as a whole.
